What if dropped shoulders are the designers intent?? "Fixing" them will create problems in the neckline, and sleeve.<br />How does the pattern (back of envelope) describe the fit of the coat overall? (The sleeve rotating may be a grain alignment issue with pattern or your fabric.)<br /><br />Letting the center back seam out some will probably help with the tightness.<br /><br />Use lots of safety pins to fit it and draw on it with a silver sharpie.
